Magic has become a formal technology taught through specialized high schools. Siblings Tatsuya and Miyuki enroll together, but entrance testing places her among elite students and him in the lower course. Tatsuya's practical knowledge does not align neatly with that ranking. The school trusts its measurements. He appears willing to let the error continue.

First High converts supernatural ability into tests and rigid course divisions, but Tatsuya's technical knowledge makes the lower-track label look incomplete from the start. Procedure matters here, which is more interesting than another wand lesson.
